September 3rd - Resident Notice for Greenbank/HMB Mini Roundabout and River Run/River Mist Crossing

Message from City of Ottawa's Infrastructure team:


Dear Resident,


COVID-19 is an unprecedented situation, and the City of Ottawa is committed to protecting people and the community. The Province of Ontario has allowed certain businesses and workplaces, including all municipal construction projects, to continue operations subject to compliance with strict public health and safety protocols. The City is working closely with the industry and complying with restrictions and recommendations provided by municipal, provincial, and federal health officials, as well as the Ministry of Labour, Training and Skills Development.


This notice is to advise that construction in your neighbourhood will be starting in September 2021. The City of Ottawa will be undertaking the construction of a new mini roundabout at the intersection of Greenbank Road and Half Moon Bay Road. The project will also be formalizing the pedestrian crossing on the east leg of River Run Avenue at River Mist Avenue.


What: The work will include the construction of a new mini roundabout in place of the existing all-way stop controlled intersection. The mini roundabout will include pedestrian crossovers (PXO) on all four legs of the intersection. The two PXO’s on Greenbank Road will have enhanced features including flashing beacons and overhead signage, in addition to the typical curbside PXO signs.

The City of Ottawa will also be adjusting the existing pedestrian crossing on the east leg of the intersection of River Run Avenue at River Mist Avenue; this will include curb depressions, tactile walking surface indicators (TWSI) and pavement markings at the existing all-way stop controlled intersection.


Why: The existing all-way stop control at the intersection of Greenbank Road and Half Moon Bay Road has been deemed inadequate for the volume of both vehicles and pedestrians, and therefore has been warranted for the implementation of a mini roundabout.


There is currently no accessible crossing at the intersection of River Run Avenue and River Mist Avenue in the north-south direction, and the City of Ottawa would like to implement a safe, accessible connection.   


When: Construction is expected to begin in September 2021 and be completed by November 2021.


Where: Greenbank Road and Half Moon Bay Road, River Run Avenue and River Mist Avenue.


Who: The City of Ottawa has retained the Contractor, W.H. MacSweyn Inc., to complete the work.


Accessibility

Accessibility is an important consideration for the City of Ottawa. The City makes every effort to provide access through and around construction sites. Provisions to accommodate pedestrians and cyclists during construction are an integral part of the project. If you require special accommodation, please contact the project team listed below. Traffic impacts

During construction, lane reductions will be required. There will be periods of time where Signage and traffic control personnel will flag traffic through the site. Pedestrian detours will be signed at times when it is necessary to close sidewalks. The project team will work with the City Traffic Management department to ensure safe and accessible traffic setups while construction proceeds. There will likely be times where each side of Half Moon Bay Road at Greenbank Road will be either limited to right-in/right-out access/egress or closed to vehicular traffic. This will help provide safe crossing locations for pedestrians while critical infrastructure is installed.


On-Street Parking

As the various road reconstruction activities are in progress on your street, on-street parking will be restricted. In the event that access to your driveway is restricted due to construction activities, a Temporary On-Street Parking Permit (orange form) will be distributed to permit on-street parking within two blocks of your residence.


Construction disruptions

W.H. MacSweyn Inc. will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business but, as you can appreciate, there may be some inconvenience during the course of the work, such as delays when travelling around the construction zone, noise and dust. We would like to thank you in advance for your patience and co-operation. For construction activity hours of work, the City of Ottawa follows provincial requirements and the City’s the Noise By-law (2017-255).
